Can Bucharest Become a Cloud Engineering Hub in the AI Economy?

As artificial intelligence becomes a central backbone of Europe’s business infrastructure, demand is rising for engineers who can design and manage large-scale cloud systems. Against that backdrop, Bucharest’s expanding community of young developers is drawing attention from global technology providers seeking to build deeper regional expertise.

On 27 November 2025, Google Cloud and regional partner Europe Cloud will host an instructor-led training at Google’s Bucharest office aimed at addressing that gap. The session, Unlocking Google Cloud: Core Services and Products, led by Yuval Mizrahi, Authorized Google Cloud Trainer at Europe Cloud, will introduce participants to Google’s infrastructure stack from compute and networking to storage and data systems, through hands-on labs and guided exercises.

According to IDC, cloud spending in Central and Eastern Europe is growing by nearly 20 percent annually, yet the number of certified cloud engineers remains among the lowest in Europe. As organizations across finance, healthcare, and manufacturing deploy AI to automate processes and analyze data, the shortage of implementation talent has become a structural constraint on regional growth.

At the same time, Bucharest offers promising conditions to fill that gap. Sequoia Capital’s Atlas Research estimates the city’s tech ecosystem at €2.8 billion, supported by ten accelerators and more than €400 million in venture investment since 2015. The city counts roughly 22,000 software engineers and developers, with 21 percent women, compared to the European average of 16 percent—and a notably young workforce: more than a quarter have fewer than five years of experience. While the city lacks density in a single specialization, it has strong concentrations in front-end development, application engineering, and gaming technologies.

“Romania has always had strong cloud engineering fundamentals,” said Yuval Mizrahi, Authorized Google Cloud Trainer at Europe Cloud. “The next step is scaling that expertise into areas like cloud infrastructure and AI systems, where global demand is exploding.”

Bucharest’s transformation from an outsourcing destination into a technology hub has been gradual but steady, driven by a mix of multinational investment, startup growth, and homegrown talent. With a lower cost of living than Western Europe, competitive technical universities, and improving digital infrastructure, the city is increasingly seen as a bridge between Western Europe’s AI ambitions and the growing digital infrastructure of the East.

If Bucharest’s deep pool of engineers gains broader access to specialized training, the city could strengthen its role in the region’s cloud supply chain. In practice, this means more local teams able to build and maintain the infrastructure that AI systems depend on – from data storage to scalable computing.

The upcoming training reflects a wider trend: technology providers investing in localized knowledge rather than relying solely on remote delivery. For Romania, this approach could gradually shift its contribution within Europe’s digital economy – from executing outsourced development to supporting the design and operation of critical infrastructure.
